TERRITORIAL-BASED INCENTIVE SYSTEM - TERRITORIAL PRIORITIES
Objectives:
Small investments for the creation of micro and small businesses and/or for
the expansion or modernization of its activity and that contribute to employment and
modernization and resilience of local economies.
ELIGIBLE CAEs
- Category “Stores with History”: Constitute qualifying operations for Stores with History, held by micro and small companies with headquarters or formal representation in the NUTS II North region, which concern establishments open to the public and which, due to their activity and material heritage or intangible, constitute a living reference in local economic, cultural or social activity, being classified as Stores with History by the respective municipalities
- “Culture and Creativity” Category: Operations that are promoted by companies with headquarters or formal representation in the NUTS II North region and focus on activities included in the “Culture and Creativity” sector, promoted in the following CAE: 1814, 5811, 5813, 5821, 5911, 5912, 5913, 5914, 5920, 7111, 7410, 7420, 9001, 9002, 9003, 9004
- Category “Certification and expansion of the territorial basis of competitiveness”: Constitute operations that focus exclusively on the certification of products, services and processes and/or the preparation of certification processes and the respective obtaining of this initial certification, as a factor inducing promotion and
competitiveness in Low Density territories, within the scope of the Portuguese quality system (SPQ) or international certification systems, quality management systems, or other management systems not included in the other typologies and that are relevant to the quality of products, services, or company management processes, as well as the implementation of total quality management systems.
ELIGIBLE EXPENSES
- Categories “Stores with History” and “Culture and Creativity”
a) Tangible assets - acquisition of machinery and equipment, directly attributable costs, as well as
the acquisition of computer equipment, including software;
b) Intangible assets, technology transfer through the acquisition of patent rights,
national and international licenses, technical knowledge not protected by patent, and software
standard or developed specifically for a particular purpose;
c) Studies, diagnoses, audits, marketing plans, architectural and engineering services
related and essential to the implementation of the investment project;
d) Costs incurred with participation in fairs and exhibitions abroad, including rental of the
space, construction and operation of the stand;
e) Costs of specialized consultancy services, provided by external consultants, including
expenses with the intervention of certified accountants or official auditors, in validating
the expense of payment requests;
f) Costs associated with certification of products, processes or services, project and registration costs
of new brands;
g) Indirect costs.
- Category “Certification and expansion of the territorial base of competitiveness”
Costs for certification of products, services and processes and specialized consultancy services,
provided by external consultants, relating to the preparation of certification processes and their
obtaining this initial certification (excludes renewals to update existing certifications), in the
scope of the Portuguese quality system (SPQ) or international certification systems,
quality management systems, or other management systems not included in the other typologies
and that are relevant to the quality of products, services, or company management processes,
as well as the implementation of total quality management systems and intervention expenses
of certified accountants or official auditors, in validating the expense of requests for
payment
